The Malaysia My Second Home (MM2H) Programme is not merely a policy; it is a clear message that Malaysia is ready to open its doors to the world, with stronger governance, greater transparency in processes, and a more efficient system.

Since the new MM2H framework was approved by the Cabinet on 21 May 2024, and following the official takeover by the Ministry of Tourism, Arts and Culture on 15 October 2023, with operations commencing under the MM2H One-Stop Centre (OSC) on 18 December 2023, we have witnessed a significant surge in confidence. As of 11 February 2026, a total of 255 operating licenses have been issued. More importantly, actual performance can be seen through the significant increase in participation figures recorded in 2025.

For the years 2024 and 2025 alone, a total of 9,511 participants have been approved under various categories, including Platinum, Gold, Silver, and Special Economic Zone/Special Financial Zone. These are not merely numbers. They translate into tangible economic contributions that directly impact the national economy. In 2024, the programme made a significant contribution to the national economy through participation fees amounting to RM3.3 million and fixed deposit accounts totaling RM550.8 million. In 2025, the programme contributed RM10.5 million in participation fees, fixed deposit accounts reaching RM1.8 billion, as well as property purchases amounting to RM1.5 billion.

I would like to record my appreciation to all agents and operating companies who have worked tirelessly to promote MM2H at the international level. Tonight, we recognize those who have excelled, but I believe many more can elevate their performance through collaboration with the right strategic partners abroad.

I also appreciate the strategic support from Bank of China in signing a Memorandum of Understanding (MoU) with MOTAC. Such collaborations are essential in strengthening investor and international participant confidence in the stability and credibility of our programme.

MM2H is not merely about retirement or property ownership. It is about building an international community that chooses Malaysia as a second home because of the stability, cultural diversity, quality services, and quality of life that we offer. We are not just promoting a programme. We are promoting Malaysia as a trusted long-term destination for the world.
